As a teenager - like 40 years ago- I read a science fiction book about earth were two supercomputers were buried deep down under the surface.
One in the north, one in the south.
Their goal as I remember was to win the war for either the north or the south, and they made bad decisions and people try to stop them.
I cannot find the title of the book nor the author, hoping one of you might point me into a direction.

At one point, the Professor mentions localized regions of space skipping forward much more than others. We then see two young boys on the street below complaining about having to pay social security, only to suddenly become senior citizens and start complaining about wanting their money. Thus, each individual could have experienced a different amount of time skippage.
