What short story is about an alien race that threatened to blow up the world if we didn't decode a message?

Does anyone remember an old (about 30 years) short about an alien race that threatened to blow up the world if we didn't decode a message. The message was delivered by 5 frog like creatures, that were the only surviving members of their kind. The message was a kind of dance, was very complex, and used their entire bodies.

The puzzle was solved by a woman among the crew. It was, the story of how they were destroyed. However, the true message was this: The language of the frogs was so complex, it would be impossible to lie. "Don't Lie".

Why didn't The Doctor or Clara recognize Missy right away?

So after it was established that Missy is actually both the Master, and the "woman in the shop" who gave Clara the TARDIS number... ...why didn't The Doctor or Clara recognize her right away?
